tact agent 增加了 goal 特性

tact 新增持久化 Agent Goal：把跨多轮的长期目标变成可恢复、有预算、可验收的对象。

  • 创建即启动，支持 /goal create|list|show|steer|pause|resume|cancel|accept|archive

  • 状态持久化到 .tact/tact.db，重启后能从断点继续，不会丢进度

  • 每次执行有预算上限（默认 500 轮 / 600 秒），超限自动暂停并存 checkpoint

  • 写 -- <标准> 时需人工验收（/goal accept）才能完成；不写则模型提交完成提议即结束，并标注 self-attested

  • 需要用户输入时停在 waiting_user，用户下一句话就是回答并自动续跑

  • TUI 有 Goal 面板，显示状态、预算、Task 进度和验收项；headless 与 TUI 共用同一套 Runner
